What is changing at MOE Kindergartens?

Today, MOE runs 56 kindergartens (MKs) with a four-hour K1 and K2 programme for children aged five and six. Families who need longer hours use Kindergarten Care (KCare), run by an external operator appointed by MOE.

The new Full-Day Model brings "learning, play and care together in a single full-day programme" run by MOE itself, according to MOE. It was first announced at the National Day Rally 2026.

MK Educators will run the programme, supported by new MOE-hired MK Programme Officers who help with care and supervision.

Which kindergartens are in the 2027 pilot?

Two MOE Kindergartens will try the model first:

Kindergarten

What happens in 2027

MK@Rivervale

New MK; first K1 intake on full-day model

MK@West View (K1 now)

Moves to half-day programme in K2

MK@West View (KCare)

Moves to the full-day programme

Parents at the pilot kindergartens can choose either the half-day or the full-day programme. MOE says lessons from the pilot will shape the rollout to all MKs.

Each March, at the start of the MK Registration Exercise, MOE will name the kindergartens joining the next year. For example, the 2028 list will come out at the 2027 exercise.

What are the opening hours?

Kindergartens on the model offer two options:

Programme

Hours

Full-day

7am – 7pm, weekdays

Half-day

7am – 12.30pm, weekdays

They open during school terms and school holidays. They close on public holidays, some MOE school holidays such as Teachers' Day and Children's Day, and centre closure days.

How much will it cost?

These monthly fees apply to the two pilot kindergartens in 2027:

Monthly fee

Full-day

Half-day

Citizens, before subsidy

$665

$310

Citizens, after subsidy

$3 – $425

$1 – $160

Permanent Residents

$735

$320

Citizen families will receive ECDA preschool subsidies under the Infant and Childcare Subsidy Scheme, plus an MOE top-up. This replaces KiFAS and the current KCare subsidies.

MOE says out-of-pocket fees will be comparable to today's MK and KCare fees combined. Fees for 2028 to 2030 will be shared later.

Learning journeys and programmes run by outside vendors are paid by parents, with subsidies for families who meet the income criteria.

What will children do all day?

The existing MK curriculum continues, building confidence, social skills, early literacy and numeracy, and readiness for Primary 1. The full-day model adds:

  • Spotlight: child-directed play in Mother Tongue Language.

  • Outdoor play: open-ended play with items such as hoops, cones, planks and tyres.

  • Delight: hands-on school-holiday learning in STEM, drama and visual arts.

What should parents do now?

  • At MK@West View or MK@Rivervale: watch for updates from your kindergarten on placement and choosing half-day or full-day.

  • Planning K1 for 2028: check MOE's list of full-day kindergartens when the MK Registration Exercise opens in March 2027.

  • Checking costs: see MOE's MK fees page for your likely fee after subsidies.

  • At other MKs using KCare: no change has been announced for 2027. MOE says it will work with MKs, schools and KCare operators on a smooth transition.

Frequently asked questions

When does the MOE Kindergarten full-day model start?

It starts as a pilot at MK@Rivervale and MK@West View in 2027. MOE will then extend it to all MOE Kindergartens in stages from 2028 to 2030.

Can I still choose a half-day programme?

Yes. MOE Kindergartens on the full-day model will also offer a half-day programme from 7am to 12.30pm for families who do not need full-day care.

Will I still pay a separate KCare fee?

No. At kindergartens on the full-day model, parents pay one fee to the MOE Kindergarten instead of separate kindergarten and KCare fees.

How will I know if my child's kindergarten is switching?

At the start of each MK Registration Exercise in March, MOE will name the kindergartens moving to the full-day model the following year.

Consolidating preschool operations into an integrated full-day model eliminates administrative friction between core instruction and after-school care.
